SOC Follow-Up Report – System-wide Pack Condition
DURATION OF EVENT
A system-wide Strained Operating Condition (“SOC”) for a Pack condition was declared by EPNG as follows:
Effective: Gas Day November 17, 2025
Imbalance Threshold: 5%
AFFECTED AREA(S)/LOCATION(S)
All shippers system-wide were subject to the requirements of the SOC declaration.
TIMELINE
[November 14, 2025, 7:06 am Mountain Standard Time (MST)] EPNG issued a system-wide SOC Warning for a Pack condition (Critical Notice No. 626732).
[November 17, 2025, 6:08 am MST] EPNG declared a system-wide SOC for a Pack condition effective Gas Day November 17, 2025, with the imbalance threshold set at 5% (Critical Notice No. 626760).
[November 18, 2025, 8:58 am MST] EPNG lifted the subject system-wide SOC effective Gas Day November 18, 2025 (Critical Notice No. 626769).
APPLICABLE OPERATING CONDITIONS
Friday, November 14, 2025
- EPNG system linepack started the Gas Day at 8,098 MMcf, which was an increase of 132 MMcf compared to the previous Gas Day.
- At 7:06 am MST, EPNG issued a system-wide SOC Warning for a Pack condition (Notice No. 626732) effective Gas Day November 14, 2025. The EPNG system was experiencing a high linepack condition due to actual deliveries below scheduled quantities and receipts from the supply basins in excess of scheduled deliveries.
- Washington Ranch was on full injection, averaging 100 MMcf.
Saturday, November 15, 2025
- EPNG system linepack started the Gas Day at 8,167 MMcf, which was an increase of 69 MMcf compared to the previous Gas Day.
- The SOC Warning for a Pack condition (Notice No. 626732) remained in effect for Gas Day November 15, 2025.
- Washington Ranch was on full injection, averaging 98 MMcf.
Sunday, November 16, 2025
- EPNG system linepack started the Gas Day at 8,255 MMcf, which was an increase of 88 MMcf compared to the previous Gas Day.
- The SOC Warning for a Pack condition (Notice No. 626732) remained in effect for Gas Day November 16, 2025.
- Washington Ranch was on full injection, averaging 102 MMcf.
Monday, November 17, 2025
- EPNG system linepack started the Gas Day at 8,230 MMcf, which was a decrease of 25 MMcf compared to the previous Gas Day.
- At 6:08 am MST, EPNG declared a system-wide SOC for a Pack condition (Notice No. 626760) effective Gas Day November 17, 2025. The EPNG system was experiencing a high linepack condition with the system linepack above 8,270 MMcf due to receipts in excess of scheduled quantities and deliveries below scheduled quantities.
- Washington Ranch was on maximum injection, averaging 99 MMcf.
Tuesday, November 18, 2025
- EPNG system linepack started the Gas Day at 8,059 MMcf, which was an decrease of 171 MMcf compared to the previous Gas Day.
- At 8:58 am MST, EPNG lifted the system-wide SOC for Pack condition (Notice No. 626769) effective Gas Day November 18, 2025. Customer response was sufficient to decrease EPNG's linepack to acceptable levels.
- Washington Ranch was on injection, averaging 23 MMcf.
ACTIONS TAKEN BY EPNG AND SHIPPERS
The following actions were taken:
1. EPNG issued a system-wide SOC warning for a Pack condition on November 14, 2025, at 7:06 am MST. The SOC warning was in place for Gas Days November 14 through November 16, 2025.
2. EPNG declared a system-wide SOC for a Pack condition on November 17, 2025, at 7:08 am MST. The system-wide SOC was in effect for Gas Day November 17, 2025, only.
3. After EPNG declared the system-wide SOC, customers took corrective actions to align their scheduled supplies with their actual deliveries.
