Subject:  Pipeline Conditions -Winter Weather #1
Notice Text:

EPNG remains concerned about the winter weather that has begun to move into the Permian Basin and is forecast to persist through the week (Critical Notice No: 617219).  EPNG's linepack starts Gas Day January 30, 2023 at 7,940 MMcf.  EPNG has been increasing linepack in advance of the forecasted cold weather to provide customers time to align their actual deliveries with scheduled volumes, anticipating potential supply loss. Drafting of the system will undermine our efforts to maintain adequate delivery supply pressures during the forecasted weather.

As a reminder (Reference Critical Notice No. 617204 Force Majeure – Line 2000 – Update #19), the pipeline failure associated with Line No. 2000 is still under a PHMSA order and the entire Line No. 2000 system remains under a reduced operating pressure.  The reduced operating pressure reduces usable linepack, thereby hindering EPNG'S flexibility to absorb imbalances on either the receipt or delivery sides of its system.

Washington Ranch is on maximum operational withdrawal.

Underperformance caps will be placed on nonperforming supplies. Customers are strongly encouraged to review their transport to ensure that their takes are in balance with their supplies and to ensure their scheduled supplies are performing as expected.
