SOC Follow-Up Report – Location Specific Draft Condition

A location-specific Strained Operating Condition (“SOC”) for a Draft condition was declared by EPNG as follows:

TIMELINE
[11/30/2020 10:03 am Mountain Standard Time (MST)] EPNG issued a pipeline conditions notice (Critical Notice No. 610360) stating that it was concerned about the winter weather forecasted to move into the Permian Basin at the end of the week. EPNG noted that it was working to increase linepack in advance of potential Permian Basin supply under performance and that any drafting of EPNG's system would undermine those efforts.
[12/1/2020 10:13 am MST] EPNG issued a location-specific SOC warning for a draft condition effective beginning Gas Day December 1, 2020 (Critical Notice No. 610368). EPNG was concerned that continued drafting of the system by the locations identified in the notice (including the location listed above) would undermine EPNG's efforts to increase system linepack in advance of the below-average morning temperatures forecasted for the Permian Basin.
[12/2/2020 11:00 am MST] EPNG declared a location-specific SOC for a draft condition effective Gas Day December 2, 2020, with the imbalance threshold set at 5% for the above-listed location (Critical Notice No. 610378).
[12/3/2020 9:25 am MST] EPNG lifted the subject location-specific SOC effective Gas Day December 3, 2020 for the location listed above (Critical Notice No. 610384).
APPLICABLE OPERATING CONDITIONS
Tuesday, Gas Day December 1
-- EPNG's system linepack started the day at 7,687 MMcf, which was a decrease of 90 MMcf compared to the previous Gas Day.
-- The location listed above drafted the system by 57 MMcf during the previous three Gas Days.
-- The continued drafting of the system by the location listed above undermined EPNG's ability to increase linepack in anticipation of the forecasted winter weather for the Permian Basin.
-- EPNG issued a location-specific SOC warning, which included the location listed above.
-- Washington Ranch was on maximum operational withdrawal, averaging approximately 183 MMcf.
Wednesday, Gas Day December 2
-- EPNG's system linepack started the day at 7,872 MMcf, which was an increase of 185 MMcf compared to the previous Gas Day.
-- The location listed above drafted the system by 15 MMcf during the previous Gas Day.
-- The continued drafting of the system by the location listed above undermined EPNG's ability to increase linepack.
-- EPNG declared a location-specific SOC on the location listed above.
-- Washington Ranch was on maximum operational withdrawal, averaging approximately 124 MMcf.
Thursday, Gas Day December 3
-- EPNG's system linepack started the day at 8,023 MMcf and, subsequently, EPNG lifted the subject location-specific SOC for a draft condition effective Gas Day December 3, 2020. The location listed above adjusted scheduled quantities to align with actual deliveries.
-- Washington Ranch was on maximum operational withdrawal, averaging approximately 112 MMcf.
ACTIONS TAKEN BY EPNG AND SHIPPERS
The following actions were taken:
1. Prior to the issuance of the SOC warning, EPNG issued a pipeline conditions notice in view of the forecasted weather for the Permian Basin supply area. In that notice, EPNG stated that drafting of its system would undermine its ability to increase system linepack in advance of the winter weather forecasted. EPNG encouraged customers to ensure that flowing quantities were aligned with scheduled supplies.
2. EPNG contacted the interconnecting party at the affected location prior to declaring the SOC and requested that scheduled quantities be adjusted to match actual flowing gas quantities.
3. EPNG issued a location-specific SOC warning for a draft condition on December 1, 2020 at 10:13 am MST.
4. EPNG declared a location-specific SOC for a draft condition on December 2, 2020 at 11:00 am MST. The SOC was in effect for Gas Day December 2nd only.
5. After EPNG declared the SOC, the affected customer took corrective actions to align their scheduled supplies with their actual deliveries.
