Rate-Out in TransColorado Scheduling
TransColorado Gas Transmission Company LLC (TC) has experienced issues recently where increased nominations in the Intraday Cycles 1, 2 and 3 are far larger than the scheduled quantities at the end of the Evening Cycle (the results of which are the basis for flowing gas at the start of the gas day). Because these large increases occur 5 to 13 hours after gas has already started flowing for the day, flowing at maximum flow rates for remaining hours of the day cannot result in the physical flow of our full posted Operating Capacity for the day. In other words, we cannot rate-out to the daily Operating Capacity in less than 24 hours. To address this issue, TC will update its scheduling procedures to incorporate the availability of physical capacity in later cycles in this situation consistent with its FERC Gas Tariff including section 8.1 of the General Terms and Conditions. Effective for the Intraday 2 Cycle, gas day October 14, 2025, total capacity available to be scheduled for each Intraday Cycle will be calculated as follows:

Intraday 2 Scheduled Qty + ((Intraday 3 Operating Capacity – Intraday 2 Scheduled Qty) x 11/24)
Operating Capacities and prior cycle Scheduled Quantities for each of these calculations are based on what is posted on TC's Operationally Available Capacity Postings. As an example, on TC Segment 310, TD2 direction, the Operating Capacity for each cycle is currently 260,000 dth. If the Evening Scheduled Qty for a gas day was 150,000, then the Intraday 1 capacity available to schedule on Segment 310 TD2 for that cycle would be: 150,000 + ((260,000 – 150,000) x 19/24) = 237,083 dth.
