Force Majeure – San Juan Crossover update #11
El Paso Natural Gas Company, L.L.C. ("EPNG") is providing this update to the Force Majeure notice posted Friday, March 29, 2019, associated with the San Juan Crossover (reference Critical Notice Nos. 604158, 604273, 604321, 604333, 604696, 604813, 604833, 604845, 604954 and 604972). EPNG experienced a failure of equipment associated with Roswell Unit #2 and Belen Unit #2. At the same time, EPNG has completed the mechanical repairs for Caprock Unit #2. The loss of the Roswell Unit #2 and Belen Unit #2 are in addition to the ongoing mechanical repairs to Roswell Unit #1 and Caprock Unit #1 that remain in progress.
As a result of the Roswell Unit #2 and Belen Unit #2 outages, in combination with completing the mechanical repairs for Roswell Unit #1 and Caprock Unit #1, the current LINCOLN N capacity of 496,100 Dth is further reduced to 423,600 Dth effective Timely Cycle (Cycle 1) for Gas Day May 1, 2019. This represents a reduction of 190,200 Dth relative to the May base capacity of 613,800 Dth.
EPNG continues to work on addressing the compression issues at Roswell, Caprock and Belen with the aim of increasing operational capacity as soon as reasonably practicable. EPNG will provide updates as more information becomes available.
This incident constitutes an event of force majeure under EPNG's FERC Gas Tariff, General Terms and Conditions, Section 11.3.
