NOTICE OF STRAINED OPERATING CONDITION (SOC)
As a result of the current extreme cold temperatures, Colorado Interstate Gas Company, L.L.C.'s (CIG) is experiencing low line pack due to increased demands on the system. Receipt point operators supplying gas into CIG's pipeline should monitor their flow rates to ensure natural gas flows do not fall short of scheduled quantities. Delivery point operators taking deliveries from CIG's pipeline should monitor their flow rates to ensure natural gas flows do not exceed scheduled quantities.
Pursuant to CIG's FERC Gas Tariff, Second Revised Volume No. 1, (Tariff), General Terms and Conditions (GT&C) Section 11.2(a), CIG is declaring a Strained Operation Condition (SOC) for its transmission system to be effective for Intraday 1, (Cycle 3), Gas Day January 30, 2023 remaining in effect until further notice.
Accordingly, CIG will take the following actions:
1. Rate Schedule NNT-1 and NNT-2 overrun delivery requests will be allocated to zero (0.0) Mcf
2. Interruptible storage withdrawals will not be available.
3. Payback OFF the system will not be accepted; payback ONTO the system will be approved, absent other capacity concerns. Interruptible services may be impacted.
4. Pursuant to Part III: Rate Schedules - Rate Schedule SS-1, Section 18, paragraph 2, Swing Service will be available only to the extent that quantities delivered are below daily scheduled.
5. Pursuant to GT&C Section 6.2 (k) of CIG's Tariff, Exemptions from CIG's Confirmation Balancing Exception Process (APAL)will be suspended during the SOC.
CIG will post an update to this notice as system conditions change.
Imbalance Management Procedures
CIG expects operators to continuously manage their confirmations on a cycle to cycle basis to match actual flow rates, factoring in freeze off and other conditions as necessary, particularly the cold weather impacts to field production and pipeline operations.
During the period addressed by this notice, non-performance caps may be implemented for the upcoming Gas Day or even in the intra-day cycles for the current Gas Day, based on current pipeline operating conditions. As always, CIG will strive to give shippers and operators as much advance notice as possible before implementing non-performance caps. CIG will apply non-performance caps on a shorter time schedule and/or on weekends if operating conditions on the pipeline require such action.
To help avoid operational issues related to underperformance, CIG encourages all shippers to actively work with their suppliers to ensure that all parties are aware of the importance of matching their actual flow rates with their confirmed scheduled flow rates.
