NOTICE OF CRITICAL CONDITION UPDATE #1
Colorado Interstate Gas Company, L.L.C.'s (CIG) is experiencing heavy demands on the system resulting in low pressures. These conditions are adversely affecting CIG's ability to maintain adequate pressure in the southern and eastern ends of the CIG system.
Pursuant to CIG FERC Gas Tariff, Second Revised Volume No. 1, (Tariff), General Terms and Conditions (GT&C) Section 11.2(b), CIG is declaring a Critical Condition (CC) for its transmission system to be effective for ID1, Gas Day February 19 and remain in effect until further notice. CIG reminds shippers that Critical Condition Unauthorized Overrun Rates as stated in CIG's Tariff Part II: Statement of Rates will take effect during the CC.
The following actions remain in effect as previously posted in the Strained Operating Conditions Notice ID 122226:
1. NNT overrun withdrawal requests will be allocated to zero (0) dth.
2. Interruptible withdrawals will not be available.
3. Payback onto the system will be accepted; payback off the system will not be approved, absent other capacity concerns. Interruptible services may be impacted.
4. Pursuant to Part III: Rate Schedules - Rate Schedule SS-1, Section 2, Interruptible Swing Service and Rate Schedule SS-HP, Section 2, High Plains Interruptible Swing Service, will be available only to the extent that quantities delivered are below daily scheduled quantities.
5. Pursuant to GT&C Section 6.2 (k) of CIG's Tariff, exemptions from CIG's Confirmation Balancing Exception process for APAL will be suspended during the SOC.
6. Storage customers should adjust flowing supplies to maintain storage withdrawals at or below their Available Daily Withdrawal Quantity (ADWQ).
7. Due to current linepack conditions, operating pressures in the southern and eastern ends of the CIG system have decreased such that CIG is experiencing an inability to deliver scheduled volumes to the following location(s) and will take the action as noted:

CIG will continue to monitor system conditions and will post an update to this notice as warranted by changes in system conditions.
Imbalance Management Procedures
CIG expects operators to continuously manage their confirmations on a cycle-to-cycle basis to match actual flow rates. During the period addressed by this notice, non-performance caps may be implemented for the upcoming Gas Day or even in the intra-day cycles for the current Gas Day, based on current pipeline operating conditions. As always, CIG will strive to give shippers and operators as much advance notice as possible before implementing non-performance caps. CIG will apply non-performance caps on a shorter time schedule and/or on weekends if operating conditions on the pipeline require such action.
To help avoid operational issues related to underperformance, CIG encourages all shippers to actively work with their suppliers and markets to ensure that all parties are aware of the importance of matching their actual flow rates with their confirmed scheduled flow rates.
CIG will post an update to this notice as system conditions change.
