Spruce Hill Air Blending Wobbe Control Force Majeure
Colorado Interstate Gas Company, L.L.C. (CIG) has experienced an equipment failure at its Spruce Hill Air Blending facility. The bearing of the electric air compressor which is operated to compress and blend air into the interconnecting pipeline to control the Wobbe number has failed and requires replacement.
CIG is declaring a Force Majeure as a result of this failure pursuant to Section 11.5 of the General Terms and Conditions (GT&C) of the Second Revised Volume No. 1 of CIG's FERC Gas Tariff (Tariff).
Pursuant to GT&C Section 3.5 of its Tariff, CIG operates air blending facilities, including the Spruce Hill Air Blending Facility, to control the Wobbe numbers stated in the tariff. The interconnecting party at Spruce Hill has requested natural gas from CIG's mainline upstream of the currently unavailable Spruce Hill Air Blending Facility. The natural gas from Line 212A flowing through the Spruce Hill meter may have a Wobbe number in the range of 1345 to 1355 until the Spruce Hill Air Blending Facility is repaired and returns to service, or the interconnecting party discontinues its request from Line 212A. Based on the nature of the operation at Spruce Hill, it is possible small volumes of the higher Wobbe gas could spill into CIG's 9A Valley Line. In that event, those volumes will have negligible impact to the overall Wobbe number of gas delivered to other customers served from the Valley Line. CIG will provide updates as warranted.
