HIGH PLAINS AND TOTEM
ANNUAL AVERAGE THERMAL CONTENT OF GAS IN STORAGE
FOR 2024 / 2025 SEASON
General Terms and Conditions (“GT&C”), Section 1.5(b) of the Colorado Interstate Gas Company, L.L.C. (“CIG”) FERC Gas Tariff, Second Revised Volume No. 1 (“Tariff”) provides that upon notice of a change to the Young Gas Storage Company, Ltd.(“Young”) Average Thermal Content (“ATC”) (currently 1101) by more than plus or minus 20 Btu per cubic foot (“Btu”), the posted Young ATC shall become the new effective High Plains ATC and it shall be posted on CIG's electronic bulletin board and a corresponding adjustment will be made, as applicable, to Shippers' YMDIQ, YMDWQ and YMAC entitlements. Additionally, CIG shall also adjust the related Transportation entitlement to Point(s) of Delivery under Rate Schedule TSB-Y to the extent capacity is available. CIG may make annual adjustments for smaller changes in Btu values if corresponding changes are made by Young.
On November 15, 2024, Young notified CIG in Non-Critical Notice ID: 122056 of no change to the posted ATC of more than 20 Btu's. Accordingly, no revisions to the currently effective Young ATC, the related storage entitlements and service rates are necessary.
Similarly, GT&C Section 1.5(c) of its Tariff states that CIG shall monitor storage injections and withdrawals and calculate the actual Totem Storage Field ("Totem") ATC of gas in storage on October 31 of each year. If the actual Totem Storage ATC deviates from the currently effective Totem Storage ATC by more than plus or minus 20 Btu, the actual Totem Storage ATC shall become the new effective Totem Storage ATC and it shall be posted on CIG's electronic bulletin board under Informational Postings by November 15 of each year, and a corresponding adjustment will be made to Shipper's TMDIQ, TMDWQ and TMAC entitlements.
Based on a review of the Totem field gas monitoring data, the Totem ATC has not changed by more than 20 Btu's from the currently effective ATC of 1074 Btu.
Accordingly, there will be no changes to contract entitlements or to CIG's currently effective Rate Schedule TSB-Y, FS-Y, IS-Y, TSB-T, FS-T, and IS-T service rates.
