Update #2 Pipeline Conditions – Storage
As stated in Colorado Interstate Gas Company, L.L.C.'s ("CIG") Notice ID 121810 ("Notice") issued on June 19, 2024, CIG's system was limited in its ability to inject gas into storage and to otherwise absorb packing activity. In the Notice, CIG stated it would not schedule injections under Rate Schedule IS-1 of the Second Revised Volume No. 1 of CIG's FERC Gas Tariff (“Tariff”), would not allow paybacks under Rate Schedule SS-1 of the Tariff, and would not allow paybacks onto the system under operational imbalance agreements until further notice.
Effective immediately, CIG will allow limited paybacks onto the system under operational imbalance agreements because the operational situation has improved sufficiently to accommodate such paybacks. However, with respect to storage, CIG's annual Bottom Hole Pressure Surveys at its four mainline storage fields traditionally begins in September and together with other operational factors limits available storage services. Thus, to accommodate the firm injection rights for CIG's firm storage services for the remainder of the injection season, CIG will continue to not schedule injections under Rate Schedule IS-1 of the Tariff, not allow paybacks onto the system under Rate Schedule SS-1 of the Tariff, and not schedule injections under Rate Schedule IS-T of the Tariff. As a reminder, injections under Rate Schedule IS-Y of the Tariff will not be scheduled in accordance with CIG's Notice ID 121872. To summarize, CIG will not schedule injections under Rate Schedules IS-1, IS-T or IS-Y of the Tariff and will not allow payback onto the system under Rate Schedule SS-1.
Imbalance Management Procedures
CIG expects operators to continuously manage their confirmations on a cycle-to-cycle basis to match actual flow rates. During the period addressed by this notice, non-performance caps may be implemented for the upcoming Gas Day or even in the intra-day cycles for the current Gas Day, based on current pipeline operating conditions. As always, CIG will strive to give shippers and operators as much advance notice as possible before implementing non-performance caps. CIG will apply non-performance caps on a shorter time schedule and/or on weekends if operating conditions on the pipeline require such action.
To help avoid operational issues related to underperformance, CIG encourages all shippers to actively work with their suppliers to ensure that all parties are aware of the importance of matching their actual flow rates with their confirmed scheduled flow rates.
