Tennessee anticipates very limited flexibility due to higher pipeline capacity utilization and significantly colder weather this week

OFO DAILY CRITICAL DAY 1 FOR ALL AREAS EAST OF STA 325 ON THE 300 LINE EXPANDED TO INCLUDE ALL OF ZONES 3, 4, 5 AND 6 EFFECTIVE 12-23-2022

 

Due to forecasted colder temperatures moving across the entire system with associated higher demand along with ongoing scheduled maintenance and in an effort to protect system integrity and firm service obligations, effective for the Gas Day of Friday, December 23, 2022, and until further notice, Tennessee is EXPANDING the current OFO Daily Critical Day 1 for all areas East of STA 325 on the 300 Line TO ALSO INCLUDE ALL OF ZONES 3, 4, 5 AND 6 for all Balancing Parties (including LMS-PA, SA contracts acting as balancing parties, LMS-MA, and LMS-PL balancing parties).  This action is pursuant to Article X, Section 4 of the General Terms and Conditions of Tennessee's FERC Gas Tariff. 

 

Effective Friday, December 23, 2022 and until further notice, all delivery point operators in all of Zones 3, 4, 5 and 6 are required to keep actual daily takes out of the system equal to or less than scheduled quantities regardless of their cumulative imbalance position and all receipt point operators in all of Zones 3, 4, 5 and 6 are required to keep actual daily receipts into the system equal to or greater than scheduled quantities regardless of their cumulative imbalance position.  In addition, it is essential that delivery point operators schedule gas at meters commensurate with takes within the affected areas.  All LMS-PA, SA contracts acting as balancing parties, LMS-MA and LMS-PL Balancing Parties are required to maintain an actual daily flow rate not exceeding 2% of scheduled quantities or 500 dths, whichever is greater for under-deliveries into the system and over-takes from the system. Customers will be assessed a rate of $5.00 plus the applicable Regional Daily Spot Price per dekatherm for that portion of physical quantities related to under-deliveries by receipt point operators and over-takes by delivery point operators which exceed this tolerance.

 

THIS DAILY OFO CRITICAL DAY 1 WILL REMAIN IN EFFECT UNTIL FURTHER NOTICE.  

 

ADDITIONALLY THE FOLLOWING OFO WILL ALSO REMAIN IN EFFECT UNTIL FURTHER NOTICE:

DAILY OFO CRITICAL DAY 1 FOR ALL OF ZONES 0, L, 1 AND 2 FOR OVER-TAKES FROM THE SYSTEM OR UNDER-DELIVERIES INTO THE SYSTEM FOR ALL LMPAs, SAs ACTING AS BALANCING PARTIES, AND LMMAs.

 

TENNESSEE WILL INFORM CUSTOMERS BY EBB WHEN THESE OFOs WILL BE LIFTED.

 

Tennessee would like to remind all operators/agents of power plants directly connected to TGP of certain parameters of FERC Order 698 requirements. Tennessee requires that all power plant operators submit burn profiles and nominations prior to gas flow. Due to very limited flexibility, power plant operators are encouraged to burn ratably based on scheduled volumes. The burn profiles should be sent to TGPGasControl@Kindermorgan.com. The latest burn profile template can be found by accessing the Tennessee web site and following the steps below.

In the event this OFO is not sufficient to maintain the operational integrity of the system, Tennessee may escalate to a Critical Day II, an OFO Balancing Alert, Meter Specific OFO(s) or Hourly OFO(s). Tennessee cannot accept unscheduled imbalances and requires all customers to nominate and schedule all payback requests.  Payback nominations will be evaluated at each cycle and scheduled only if operational feasible.

 

Tennessee will deem all affected Shippers to be in compliance with the actions specified in this Daily Critical Day 1 OFO if after the measurement close the actual system conditions were opposite to the conditions for which these OFOs were issued.
