OFO DAILY CRITICAL DAY 1 FOR ZONES 4, 5 AND 6 EFFECTIVE DECEMBER 13, 2017
Effective Chart Time (9:00 AM CCT) for the Gas Day of Wednesday, December 13, 2017, and until further notice, Tennessee Gas Pipeline, L.L.C. (“Tennessee”) is escalating the existing Imbalance Warning downstream of Station 245 and MLV 336 to an OFO Daily Critical Day 1 due to anticipated colder temperatures and higher demand. Tennessee is implementing an OFO Daily Critical Day 1 for all of Zones 4, 5 and 6 (including all points upstream of Station 245 and MLV 336 in Zones 4, 5 and 6) for all Balancing Parties (including LMS-PA, SA contracts acting as balancing parties, LMS-MA, and LMS-PL balancing parties). This action is pursuant to Article X, Section 4 of the General Terms and Conditions of Tennessee's FERC Gas Tariff.
All delivery point operators in Zones 4, 5 and 6 are required to keep actual daily takes out of the system equal to or less than scheduled quantities regardless of their cumulative imbalance position. All receipt point operators in Zones 4, 5 and 6 are required to keep actual daily receipts into the system equal to or greater than scheduled quantities regardless of their cumulative imbalance position. In addition, it is essential that delivery point operators schedule gas at meters commensurate with takes within the affected areas. All LMS-PA, SA contracts acting as balancing parties, LMS-MA and LMS-PL Balancing Parties are required to maintain an actual daily flow rate not exceeding 2% of scheduled quantities or 500 dths, whichever is greater for under-deliveries into the system and over-takes from the system. Customers will be assessed a rate of $5.00 plus the applicable Regional Daily Spot Price per dekatherm for that portion of physical quantities related to under-deliveries by receipt point operators and over-takes by delivery point operators which exceed this tolerance.
THIS DAILY OFO CRITICAL DAY 1 WILL REMAIN IN EFFECT UNTIL FURTHER NOTICE. ADDITIONALLY, THE FOLLOWING OFOS ALSO REMAIN IN EFFECT UNTIL FURTHER NOTICE:
-OFO DAILY CRITICAL DAY 1 FOR ALL AREAS SOUTH OF STATION 25 FOR OVER-TAKES FROM THE SYSTEM AND UNDER-DELIVERIES INTO THE SYSTEM FOR ALL BALANCING PARTIES
-MONTHLY OFO CRITICAL DAY 1 FOR ZONE 4 FOR LMSPAS FOR OVER-DELIVERIES INTO THE SYSTEM
TENNESSEE WILL INFORM CUSTOMERS BY EBB WHEN THESE OFOs WILL BE LIFTED.
In the event these OFOs are not sufficient to maintain the operational integrity of the system, Tennessee may escalate to an OFO Critical Day II, an OFO Balancing Alert, Meter Specific OFO(s) or Hourly OFO(s). Tennessee cannot accept unscheduled imbalances and requires all customers to nominate and schedule all payback requests.
Tennessee would like to remind all operators/agents of power plants directly connected to TGP of certain parameters of FERC Order 698 requirements. Tennessee requires that all power plant operators submit burn profiles and nominations prior to gas flow. Due to very limited flexibility, power plant operators are encouraged to burn ratably based on scheduled volumes. The burn profiles should be sent to TGPGasControl@Kindermorgan.com. The latest burn profile template can be found by accessing the Tennessee web site and following the steps below.

Tennessee will deem all affected Shippers to be in compliance with the actions specified in this OFO Daily Critical Day 1 if after the measurement close the actual system conditions were opposite to the conditions for which this OFO was issued.
