Tennessee anticipates very limited flexibility due to higher pipeline capacity utilization and significantly colder weather this week

OFO DAILY ACTION ALERT ZONES 5 & 6 EFFECTIVE SEPTEMBER 24, 2016

 

Tennessee anticipates very limited flexibility due to anticipated milder weather, high storage inventory and ongoing scheduled maintenance in Zones 5 & 6 this weekend.  Effective 9:00 AM CCT, for the Gas Day of Saturday, September 24, 2016, and until further notice, Tennessee is issuing a Daily Action Alert OFO for all of Zones 5 & 6 for all LMS-PA, SA contracts acting as balancing parties, and LMS-MA Balancing Parties.  This action is pursuant to Article X, Section 3 of the General Terms and Conditions of Tennessee's FERC Gas Tariff.  

All delivery point operators in Zones 5 & 6 are required to keep actual daily takes out of the system equal to or greater than scheduled quantities regardless of their cumulative imbalance position.  All receipt point operators in Zones 5 & 6 are required to keep actual daily deliveries into the system equal to or less than scheduled quantities regardless of their cumulative imbalance position.  In addition, it is essential that delivery point operators schedule gas at meters commensurate with takes within the affected area. All LMS-PA, SA contracts acting as balancing parties and LMS-MA Balancing Parties are required to maintain an actual daily flow rate not exceeding 2% of scheduled quantities or 500 dths, whichever is greater for over-deliveries into the system and under-takes from the system. Customers will be assessed a rate of $.2198 per dekatherm for that portion of physical quantities related to under-takes by delivery point operators and over-deliveries by receipt point operators which exceed this tolerance.

 

THIS DAILY OFO WILL REMAIN IN EFFECT UNTIL FURTHER NOTICE. TENNESSEE WILL INFORM CUSTOMERS BY EBB WHEN THIS OFO WILL BE LIFTED. ADDITIONALLY, THE MONTHLY OFO ACTION ALERT FOR ZONES 5 AND 6 FOR OVER-DELIVERIES INTO THE PIPE OR UNDER-DELIVERIES OUT OF THE PIPE REMAINS IN EFFECT UNTIL FURTHER NOTICE.  TENNESSEE WILL INFORM CUSTOMERS BY EBB WHEN THESE OFOs WILL BE LIFTED.

 

Additionally, Tennessee would like to remind all operators/agents of power plants directly connected to TGP of certain parameters of FERC Order 698 requirements. Tennessee requires that all power plant operators submit burn profiles and nominations prior to gas flow. Due to very limited flexibility, power plant operators are encouraged to burn ratably based on scheduled volumes. The burn profiles should be sent to TGPGasControl@Kindermorgan.com. The latest burn profile template can be found by accessing the Tennessee web site and following the steps below.

In the event this OFO is not sufficient to maintain the operational integrity of the system, Tennessee may escalate to a Critical Day I, Critical Day II, or an OFO Balancing Alert for all Zones 5 & 6. Meter Specific or Hourly OFOs may also be utilized if deemed necessary.  Tennessee cannot accept unscheduled imbalances and requires all customers to nominate and schedule all payback requests.

 

Tennessee will deem all affected Shippers to be in compliance with the actions specified in the Daily OFO if after the measurement close the actual system conditions were opposite to the conditions for which the OFO was issued.
