MONTHLY OFO ACTION ALERT ZONES 5 AND 6 EFFECTIVE IMMEDIATELY
Due to ongoing scheduled maintenance and high Northern storage inventories, Tennessee is experiencing very limited operational flexibility in the Northeast. Effective immediately, for the Gas Day of Thursday, September 15, 2016, and until further notice, Tennessee is issuing a Monthly OFO Action Alert for all of Zones 5 and 6 for all Balancing Parties (including LMS-PA, SA contracts acting as balancing parties, LMS-MA, and LMS-PL balancing parties). This action is pursuant to Article X, Section 3 of the General Terms and Conditions of Tennessee's FERC Gas Tariff.
All receipt point operators in Zones 5 and 6 are required to keep total monthly actual daily receipts into the system equal to or less than total monthly scheduled quantities regardless of their cumulative imbalance position. All delivery point operators in Zones 5 and 6 are required to keep actual daily takes out of the system equal to or greater than total monthly scheduled quantities regardless of their cumulative imbalance position. All Balancing Parties (including LMS-PA, SA contracts acting as balancing parties, LMS-MA, and LMS-PL balancing parties) are required to maintain a total monthly imbalance not exceeding 2% of total monthly scheduled quantities or 50,000 dths, whichever is less for over-deliveries into the system or under-takes out of the system. Customers will be assessed a rate of $.2198 per dekatherm for that portion of physical quantities related to over-deliveries by receipt point operators which exceed this monthly tolerance.
In the event this Monthly OFO Action Alert is not sufficient to maintain the operational integrity of the system, Tennessee may upgrade the Monthly Action Alert OFO to a Monthly Balancing Alert OFO. Tennessee cannot accept unscheduled imbalances and requires all customers to nominate and schedule all payback requests.
THIS OFO WILL REMAIN IN EFFECT UNTIL FURTHER NOTICE. ADDITIONALLY, THE MONTHLY ACTION ALERT FOR ZONE 4 FOR OVER-DELIVERIES INTO THE PIPE REMAINS IN EFFECT UNTIL FURTHER NOTICE. TENNESSEE WILL INFORM CUSTOMERS BY EBB WHEN THESE OFOs WILL BE LIFTED.
