OFO ACTION ALERT ZONES 0, L, 1 & 2 EFFECTIVE AUGUST 24, 2016 REVISED
Tennessee anticipates very limited flexibility due to maintenance at Bear Creek Storage beginning Wednesday, August 24, 2016 and ongoing scheduled maintenance in Zones 0, L, 1 and 2. Effective 9:00 AM CCT, Wednesday, August 24, 2016, Tennessee is issuing an Action Alert OFO for all of Zones 0, L, 1 and 2 for all LMS-PA, SA contracts acting as balancing parties, and LMS-MA Balancing Parties. This action is pursuant to Article X, Section 3 of the General Terms and Conditions of Tennessee's FERC Gas Tariff.
All delivery point operators in Zones 0, L, 1 and 2 are required to keep actual daily takes out of the system equal to or less than scheduled quantities regardless of their cumulative imbalance position. All receipt point operators in Zones 0, L, 1 and 2 are required to keep actual daily deliveries into the system equal to or greater than scheduled quantities regardless of their cumulative imbalance position. In addition, it is essential that delivery point operators schedule gas at meters commensurate with takes. All LMS-PA, SA contracts acting as balancing parties and LMS-MA Balancing Parties are required to maintain an actual daily flow rate not exceeding 2% of scheduled quantities or 500 dths, whichever is greater for under-deliveries into the system and over-takes from the system. Customers will be assessed a rate of $.2198 per dekatherm for that portion of physical quantities related to over-takes by delivery point operators and under-deliveries by receipt point operators which exceed this tolerance.
Additionally, Tennessee would like to remind all operators/agents of power plants directly connected to TGP of certain parameters of FERC Order 698 requirements. Tennessee requires that all power plant operators submit burn profiles and nominations prior to gas flow. Due to very limited flexibility, power plant operators are encouraged to burn ratably based on scheduled volumes. The burn profiles should be sent to TGPGasControl@Kindermorgan.com. The latest burn profile template can be found by accessing the Tennessee web site and following the steps below.

In the event this OFO is not sufficient to maintain the operational integrity of the system, Tennessee may escalate to a Critical Day I, Critical Day II or an OFO Balancing Alert for all Zones 0, L, 1 and 2. Meter Specific or Hourly OFOs may also be utilized if deemed necessary. Tennessee cannot accept unscheduled imbalances and requires all customers to nominate and schedule all payback requests.
Tennessee will deem all affected Shippers to be in compliance with the actions specified in the OFO if after the measurement close the actual system conditions were opposite to the conditions for which the OFO was issued.
THIS OFO WILL REMAIN IN EFFECT UNTIL FURTHER NOTICE. TENNESSEE WILL INFORM CUSTOMERS BY EBB WHEN THIS OFO WILL BE LIFTED.
Please contact your Scheduler if you have any questions.
