OFO CRITICAL DAY 1 DOWNGRADED TO ACTION ALERT IN ZONE 4 DOWNSTREAM OF 315 AND UPSTREAM OF 321 ON 300 LINE

 

Due to the completion of scheduled maintenance in the area and more seasonal weather, Tennessee has increased operational flexibility in Zone 4.  As such, Tennessee is downgrading the current Critical Day 1 OFO in effect in Zone 4 Downstream of STA 315 and Upstream of STA 321 to an Action Alert effective 9:00 AM CCT, Tuesday, November 4, 2014 .  This OFO remains in effect for the following Balancing Parties (including LMS-PA, SA contracts acting as balancing parties, and LMS-MA balancing parties). This action is pursuant to Article X, Section 3 of the General Terms and Conditions of Tennessee's FERC Gas Tariff.

 

All LMS-PA (including SA contracts acting as balancing parties) and LMS-MA Balancing Parties in the referenced segment of zone 4 are required to maintain an actual daily flow rate not exceeding 2% of scheduled quantities or 500 dths, whichever is greater for over-deliveries into the system and under-takes from the system. Customers will be assessed a rate of $.2198 per dekatherm for that portion of physical quantities related to over-deliveries by receipt point operators and under-takes by delivery point operators which exceed this tolerance.

 

IT IS ESSENTIAL THAT POINT OPERATORS FLOW GAS AT THEIR INDIVIDUAL METERS COMMENSURATE WITH SCHEDULED VOLUMES. METERS PHYSICALLY LOCATED INSIDE THE OFO AREA (Downstream of STA 315 and Upstream of STA 321 in Zone 4) WILL BE ALLOWED TO BALANCE WITHIN AN OPERATIONAL BALANCING AGREEMENT (OBA)  IF ALL METERS ON THE OBA RESIDE WITHIN THE OFO AREA.

 

In the event the OFO Action Alert is not sufficient to maintain the operational integrity of the system, Tennessee may escalate to a Critical Day  or an OFO Balancing Alert including customer OBA or meter specific OFO(s).  Tennessee cannot accept unscheduled imbalances and requires all customers to nominate and schedule all payback requests.

 

TGP will deem all affected Shippers to be in compliance with the actions specified in the OFO if after the measurement close the actual system conditions were opposite to the conditions for which the OFO was issued. 

 

THIS OFO WILL REMAIN IN EFFECT UNTIL FURTHER NOTICE. TENNESSEE WILL INFORM CUSTOMERS BY EBB WHEN THIS OFO WILL BE LIFTED.
