FORCE MAJEURE – SEGMENT 22 – GC #2 M/L – PIPELINE REMEDIATION – UPDATE #3
The impact for this Force Majeure has changed, as noted below. This notice was last posted on September 17, 2019, entitled “FORCE MAJEURE – SEGMENT 22 – GC #2 M/L – PIPELINE REMEDIATION – UPD #2”.
As part of its ongoing pipeline Integrity Management Program and the final graded results of an ILI EMAT tool run, Natural is required to perform pipeline remediation work on the Gulf Coast #2 mainline between Compressor Station 300 (CS 300) located in Victoria County, Texas and Compressor Station 341 (CS 341) located in Nueces County, Texas (Segment 22 of Natural's South Texas Zone). As a result, Natural has reduced temporarily the maximum operating pressure in the area. This is a Force Majeure event that limits Natural's throughput capacity Southbound through Segment 22.
The transport scheduling constraint is at CS 300; therefore, any gas received north of CS 300 for delivery south of CS 300 will be impacted for the duration of this restriction. For scheduling purposes, the South Texas Pool (LOC 25079) is located north of the constraint. Transports associated with Storage withdrawals will be impacted.
As such, effective for gas day, Sunday, September 22, 2019, Timely Cycle and anticipated to continue through mid-October 2019, Natural will schedule Primary Firm and Secondary in-path Firm transports to a capacity of 460,000 dth/day and not less than 75% of contract MDQ through CS 300 (previously 370,000 dth/day and not less than 61%). Actual nomination levels and changes in pipeline conditions could result in changes to the percentages scheduled (lower or higher) on subsequent gas days. AOR/ITS and Secondary out-of-path Firm transports continue to not be available.
The stated scheduling percentage is based upon the current level of firm capacity contracted for during this restriction and is subject to change based upon operational conditions and Shipper utilization.
