PERRYVILLE CS (MEP 3) – PIPE REPLACEMENT – UPDATE #3
The impact of this outage has changed, as noted below. This notice was last posted on June 20, 2017, entitled “PERRYVILLE CS (MEP 3) – PIPE REPLACEMENT – UPDATE #2”.
In accordance with the Code of Federal Regulations (49 CFR Part 192), due to a class location change, MEP will perform pipe replacement along a portion of its pipeline system near Perryville Compressor Station (MEP 3), located in Union Parish, Louisiana, Segment 130. The pipe replacement work will require MEP to take a portion of pipeline completely out of service just east of MEP 3 for the duration of this work. No gas can physically flow across this constraint while the work is being performed commencing gas day, June 27, 2017, until the repair is completed on or around June 30, 2017. The impacts to services are set forth below. The estimated return to service is start of gas day July 1, 2017, and MEP is working diligently to meet that date or earlier if possible.
Starting on gas day Saturday, June 24, 2017, and continuing through gas day Friday, June 30, 2017, MEP will not schedule nominations for delivery to Destin Clarke (LOC 44450).
Additionally, except as noted below, effective for gas day Tuesday, June 27, 2017, and continuing through gas day Friday, June 30, 2017, MEP will schedule forward haul (west to east) transports at 0% of contract MDQ through MEP 3, Segment 130.
Back haul (east to west) transports through Segment 130 will be scheduled.
As a customer service, MEP has contacted and is working with connecting pipelines both upstream and downstream of the outage, which may be able to provide some assistance and allow for nominations to be confirmed at Transco (LOC 44451) and SABAL (LOC 49058). The range of this assistance may be up to 350,000 Dth/day. For the duration of this work, nominations will be evaluated during each scheduling cycle and a determination made as to how much Firm Transport will be available for Primary In Path Firm Transport. AOR/ITS, Secondary Out of Path Firm Transport services, will not be available through the constraint for the duration of this work.
Also, park and loan services will not be available anywhere on the system.
Additionally, MEP will not be able to schedule any deliveries to the following Zone 1 points which will be shut in during this outage:
- Entergy AR Perryville (LOC 46939)
- Entergy GS Perryville (LOC 46940)
- Texas Gas Perryville (LOC 44443)
However, any gas received from any receipt locations that are west of the constraint located in Segments 10, 100, 110 and 120, will be allowed to flow and deliver gas to NGPL Atlanta (LOC 44602) and Regency Sharon (LOC 47565).
Additionally, any gas received from EGT Delhi (LOC 44598) or Leaf Jasper (LOC 45015) will be allowed to flow and only deliver gas to ANR Perryville (LOC 44444), COL Gulf Perryville (LOC 44445), TET Hinds (LOC 44448), SNG Smith (LOC 44449), TGP Jasper (LOC 44577) and TRNSCO Choctaw (LOC 44451) and to any Zone 1 points except as noted above during this work.
Reservation Charge Credits: To the extent MEP cannot schedule a shipper's Firm Daily Volume as a result of this outage, and shipper does not utilize secondary point services, MEP will calculate a reservation charge credit. Section 2.2(d)(1) of the GT&C of MEP's Tariff defines Firm Daily Volume as “the volume of gas which MEP is obligated to deliver on a firm basis for Shipper at primary Delivery Point(s) under a firm contract on a Day, based on nominations for firm service within firm contract rights at such primary points which could be confirmed.” To the extent a Firm shipper nominates to its primary firm delivery point, and there is a matching downstream nomination at the location, then if MEP cannot schedule the nomination, a reservation charge credit will apply for such unscheduled volume.
