HOURLY TAKES LIMITATION – HORIZON PIPELINE
Due to current operations, effective gas day Wednesday, September 19, 2018, and continuing until further notice, per Horizon's tariff [GT&C Section 5.4], Shippers and Point Operators are asked to limit their hourly takes at ALL DELIVERY POINTS ON HORIZON'S PIPELINE SYSTEM as described below. Please note that if Horizon's ability to provide hourly flexibility decreases, an Advisory Action or Operational Flow Order (OFO) condition may occur on its system or at a specific location.
As provided in the tariff, at each delivery point on Horizon, the hourly rights for each Point Operator, and for shippers at those points, will be limited to 6.25% of the aggregate primary delivery point MDQ of all shippers at the point, plus applicable no-notice rights pursuant to third party balancing agreements (150% times primary delivery point MDQ of all contracts at the point, including no-notice rights, all divided by 24). In addition, in order for the primary delivery point MDQ for all of a shipper's contracts at the point to be included in this calculation, at least one of the shipper's contracts with primary delivery point MDQ at the point must be nominated at some level (other than no-notice services).
Hourly rights for interruptible, AOR and secondary firm service at Horizon delivery points will remain ratable for each hour of the gas day (i.e., 1/24 of confirmed daily nominations).
In addition, we want to remind Point Operators to utilize the Operator Point Reports available on our website to assist you in monitoring your hourly takes.
