SOC Follow-Up Report – Location Specific Pack Condition
DURATION OF EVENT
A location-specific Strained Operating Condition (“SOC”) for a Pack condition was declared by EPNG as follows:
Effective: Beginning Gas Day September 19, 2019
Lifted: Gas Day September 20, 2019
Imbalance Threshold: 5%

[9/18/2019 12:56 PM MDT] EPNG issued a second location-specific SOC warning for a pack condition (Critical Notice No. 606481).
[9/19/2019 8:28 AM MDT] EPNG declared a location-specific SOC for a pack condition effective beginning Gas Day September 19, 2019, with the imbalance threshold set at 5% for the above listed location (Critical Notice No. 606491).
[9/20/2019 12:00 AM MDT] EPNG lifted the subject location-specific SOC effective Gas Day September 20, 2019 for the location listed above (Critical Notice No. 606506).

Tuesday, September 17, 2019
-- EPNG's system linepack started the day at 8,056 MMcf, which was an increase of 105 MMcf compared to the previous Gas Day.
-- The location listed above packed the system by 88 MMcf the previous three gas days.
-- The continued packing of the system by the location listed above undermines EPNG's ability to manage linepack.
-- EPNG issued a location-specifc warning for a pack condition.
-- Washington Ranch was on maximum injection, averaging 111 MMcf.

-- EPNG's system linepack started the day at 7,855 MMcf, which was a decrease of 201 MMcf compared to the previous Gas Day.
-- The location listed above packed the system 12.9 MMcf the previous gas day.
-- EPNG issued a second location-specifc warning for a pack condition.
-- Washington Ranch was on maximum injection, averaging 108 MMcf.

-- EPNG's system linepack started the day at 7,756 MMcf, which was a decrease of 109 MMcf compared to the previous Gas Day.
-- EPNG lifted the subject location-specific SOC for a pack condition effective Gas Day September 20, 2019. The location listed above adjusted scheduled quantities to align with actual deliveries.
-- Washington Ranch was on maximum injection, averaging 112 MMcf.
ACTIONS TAKEN BY EPNG AND SHIPPERS
The following actions were taken:
1. EPNG contacted the interconnecting party at the affected location prior to declaring the SOC and requested that scheduled quantities be adjusted to match actual flowing gas quantities.
2. EPNG issued an SOC warning for a pack condition as detailed above.
3. EPNG declared a location-specific SOC for a pack condition on September 19, 2019 at 8:28 am MDT. The SOC was in effect for Gas Day September 19th only.
4. After EPNG declared the SOC, the affected customer took corrective actions to align their scheduled supplies with their actual deliveries.
