SOC Follow-Up Report – Location Specific Draft Condition
DURATION OF EVENT
A location-specific Strained Operating Condition (“SOC”) for a Draft condition was declared by EPNG as follows:
Effective: Beginning Gas Day September 24, 2019
Lifted: Gas Day September 25, 2019
Imbalance Threshold: 5%

TIMELINE
[9/24/2019 9:49 AM MDT] EPNG declared a location-specific SOC for a draft condition effective beginning Gas Day September 24, 2019, with the imbalance threshold set at 5% for the above listed locations (Critical Notice No. 606543).
[9/25/2019 9:31 AM MDT] EPNG lifted the subject location-specific SOC effective Gas Day September 25, 2019 for the locations listed above (Critical Notice No. 606554).
APPLICABLE OPERATING CONDITIONS
Monday, September 23, 2019
-- EPNG's system linepack started the day at 7,615 MMcf, which was a decrease of 26 MMcf compared to the previous Gas Day.
-- The locations listed above drafted the system by 128 MMcf the previous three gas days.
-- The continued drafting of the system by the location listed above undermines EPNG's ability to manage linepack.
-- Washington Ranch was on injection, averaging 61 MMcf.
Tuesday, September 24, 2019
-- EPNG's system linepack started the day at 7,613 MMcf, which was a decrease of 2 MMcf compared to the previous Gas Day.
-- The locations listed above drafted the system 59 MMcf the previous gas day.
-- EPNG declared a location-specific SOC on the locations listed above.
-- Washington Ranch was on maximum injection, averaging 42 MMcf.
Wednesday, September 25, 2019
-- EPNG's system linepack started the day at 7,644 MMcf, which was an increase of 31 MMcf compared to the previous Gas Day.
-- EPNG lifted the subject location-specific SOC for a draft condition effective Gas Day September 25, 2019. The locations listed above adjusted scheduled quantities to align with actual deliveries.
-- Washington Ranch was idle.
ACTIONS TAKEN BY EPNG AND SHIPPERS
The following actions were taken:
1. EPNG contacted the interconnecting party at the affected locations prior to declaring the SOC and requested that scheduled quantities be adjusted to match actual flowing gas quantities.
2. EPNG declared a location-specific SOC for a draft condition on September 24, 2019 at 9:49 am MDT. The SOC was in effect for Gas Day September 24th only.
3. After EPNG declared the SOC, the affected customers took corrective actions to align their scheduled supplies with their actual deliveries.
