[November 23, 2018, 11:02 AM MST] EPNG declared an SOC for a system-wide pack condition effective beginning Gas Day November 23, 2018, with the imbalance threshold set at 10% (Critical Notice No. 603862).
[November 24, 2018, 8:24 AM MST] EPNG declared a COC for a system-wide pack condition effective beginning Gas Day November 24, 2018, with the imbalance threshold set at 3% (Critical Notice No. 603867).
[November 26, 2018, 12:56 PM MST] EPNG lifted the subject system-wide COC effective Gas Day November 26, 2018 (Critical Notice No. 603885).

Friday, November 23, 2018
-- At 7:08 AM MST, EPNG posted an SOC Warning for a system-wide pack condition, stating the system was experiencing a high linepack condition due to actual takes below scheduled quantities and receipts from supply basins in excess of scheduled deliveries. EPNG encouraged supply operators to reduce and/or maintain their deliveries into the EPNG system at their scheduled rates. In addition, delivery point operators were encouraged to continue to take gas according to their scheduled quantities.
-- Washington Ranch was on maximum operational injection, averaging 141 MMcf.
-- At 11:02 AM MST, EPNG declared an SOC for a system-wide pack condition with the imbalance threshold set at 10%. EPNG stated that its pipeline system was continuing to experience a high linepack condition with system linepack above 8,400 MMcf.

-- At 8:24 AM MST, EPNG escalated its SOC with the declaration of a COC for a system-wide pack condition with the imbalance threshold set at 3%. EPNG stated that its system linepack had increased by approximately 93 MMcf overnight, continuing the high linepack condition with linepack above 8,575 MMcf.
-- Washington Ranch was on maximum operational injection, averaging 143 MMcf.

-- EPNG's system linepack started the day at 8,566 MMcf, which was a decrease of 9 MMcf compared to the previous Gas Day.

-- At 12:56 PM MST, EPNG lifted the COC for a system-wide pack effective Gas Day November 26, 2018. Customer response was sufficient to decrease EPNG's linepack to an acceptable level.
ACTIONS TAKEN BY EPNG AND SHIPPERS
The following actions were taken:
1. EPNG posted an SOC Warning for a pack condition as detailed above.
2. EPNG declared a system-wide SOC for a pack condition as detailed above.
3. EPNG sought assistance from other pipelines and interconnects to increase deliveries and maintain receipts at or less than scheduled quantities.
4. EPNG declared a system-wide COC for a pack condition as detailed above.
5. After EPNG declared the SOC and COC, customers took corrective actions to align their scheduled supplies with their actual deliveries.
