A location-specific Strained Operating Condition (“SOC”) for a draft condition was declared by EPNG as follows:

[November 9, 2018, 10:03 am Mountain Standard Time (MST)] EPNG posted Pipeline Conditions – Weather Concerns (Critical Notice No. 603746).
[November 11, 2018, 7:22 am MST] EPNG issued an SOC Warning for a draft condition (Critical Notice No. 603762).
[November 12, 2018, 8:58 am MST] EPNG issued an update to the SOC Warning for a draft condition (Critical Notice No. 603769).
[November 12, 2018, 9:27 am MST] EPNG declared a location-specific SOC for a draft condition effective beginning Gas Day November 12, 2018, with the imbalance threshold set at 5 percent for the above listed locations (Critical Notice No. 603771).
[November 13, 2018, 9:22 am MST] EPNG lifted the subject location-specific SOC effective Gas Day November 13, 2018 for the following locations (Critical Notice No. 603781):

Friday, November 9
- EPNG posted a Weather Concerns notice regarding the forecasted colder weather with below freezing overnight lows for Gas Days November 12 and 13 and the potential for causing supply shortfalls (Critical Notice No. 603746).
Sunday, November 11
- EPNG posted an SOC Warning for a draft condition, anticipating lower linepack due to supply underperformance in the Permian Basin as a result of the loss of a natural gas liquid pipeline. Delivery point operators were encouraged to review their transport to ensure that their takes were in balance with their supplies and that their scheduled supplies were performing as expected (Critical Notice No. 603762).
Monday, November 12
- EPNG posted an update to the SOC Warning, stating that linepack was within acceptable limits; however, EPNG had experienced supply loss in the Permian Basin due to the loss of a natural gas liquid pipeline. In addition, EPNG was concerned about the forecasted overnight lows in the Permian Basin for the evening through Tuesday night, which could result in additional supply shortfalls (Critical Notice No. 603769).
- Washington Ranch was on maximum operational withdrawal overnight, averaging 186 MMcf.
- At 9:27 am MST, EPNG declared a location-specific SOC for a draft condition for the locations identified above. The above listed locations collectively drafted the system by approximately 81 MMcf the previous Gas Day.
Tuesday, November 13
- Washington Ranch was on maximum operational withdrawal overnight, averaging 201 MMcf.
- At 9:22 am MST, EPNG lifted the location-specific SOC for a draft condition for the IBLYTHE (314980), DSRP PHX (301043), and ILUNAPWR (314566) locations. These locations adjusted scheduled quantities to align with actual deliveries. Concurrently, EPNG extended the location-specific SOC for a draft condition for DTEP S78 (301149), given that the location drafted the system the previous Gas Day above the stated SOC threshold.
Wednesday, November 14
- Washington Ranch was on maximum operational withdrawal overnight, averaging 213 MMcf.
- At 9:37 am MST, EPNG lifted the location-specific SOC for a draft condition for DTEP S78 (301149). This location adjusted scheduled quantities to align with actual deliveries.
ACTIONS TAKEN BY EPNG AND SHIPPERS
The following actions were taken:
1. EPNG contacted the interconnecting parties at the affected locations prior to declaring the SOC and requested that scheduled quantities be adjusted to match actual flowing gas quantities.
2. EPNG issued a notice relaying its concerns about the forecasted weather moving into the Permian Basin.
3. EPNG posted an SOC Warning for a draft condition as detailed above.
4. EPNG declared a location-specific SOC for a draft condition as detailed above.
5. After EPNG declared the SOC, the affected customers took corrective actions to align their scheduled supplies with their actual deliveries.
