SOC Follow-Up Report - System Wide Draft Condition
DURATION OF EVENT
A system-wide Strained Operating Condition ("SOC") for a Draft condition was declared by EPNG on January 24, 2018 for Gas Day January 25, 2018, with an imbalance tolerance of 5 percent. The SOC was in effect for Gas Day January 25, 2018 only.
AREAS AND CUSTOMERS AFFECTED
All shippers system-wide were subject to the requirements of the SOC declaration for Gas Day January 25, 2018.
TIMELINE
[January 24, 2018 4:25 pm Mountain Standard Time (MST)] EPNG extended the Force Majeure for the Washington Ranch Storage Facility (Critical Notice No. 601257).
[January 24, 2018 4:49 pm Mountain Standard Time (MST)] EPNG declared a System Wide SOC for a draft condition effective for Gas Day January 25, 8:00 am Mountain Standard Time (Critical Notice No. 601258).
[January 26, 2018, 8:04 am MST] EPNG lifted the subject SOC for a draft condition effective Gas Day January 26, 2018 (Critical Notice No. 601274).
APPLICABLE OPERATING CONDITIONS
Wednesday, Gas Day January 24
- Linepack started the day at 7,530 MMcf (8:00 am MST) and decreased through the day bottoming at 7,377 MMcf.
- At 4:25 pm MST EPNG extended the Force Majeure for the Washington Ranch Storage Facility. Withdrawal was unavailable due to continued mechanical issues.
- At 4:49 pm MST EPNG issued a System Wide SOC for a draft condition effective for Gas Day 25 due to the unavailability of Washington Ranch withdrawal and the limited flexibility in system linepack. The system had been drafted by approximately 121 MMcf the previous two days and could not support additional drafting without Washington Ranch's ability to support linepack.
Thursday, Gas Day January 25
- Linepack started the day at 7,526 MMcf (8:00 am MST), which was a minimal overnight linepack recovery.
Friday, Gas Day January 26
- Linepack started the day at 7,916 MMcf (8:00 am MST), which was an overnight recovery of 390 MMcf as compared to 8:00 am MST on Gas Day January 25.
- At 8:04 am MST EPNG lifted the subject SOC for a draft condition effective for Gas Day January 26.
ACTIONS TAKEN BY EPNG AND SHIPPERS
The following actions were taken to increase the overall system linepack:
1. EPNG declared a system-wide SOC for a draft condition on January 24, 2018, effective for Gas Day January 25. The SOC was in effect for Gas Day January 25 only.
2. The loans associated with the interruptible Park and Loan Service ("PAL") were reduced for Evening (CYCLE 2) for Gas Day January 25.
3. After EPNG declared the SOC, customers took corrective actions to align their scheduled supplies with their deliveries.
