Update Notice #3 of Strained Operating Condition

Even though some winter weather has arrived to the Front Range, the forecasted weather headed into the holiday and this upcoming weekend is still warmer than normal. At this time, Colorado Interstate Gas Company, L.L.C. (CIG) will continue the SOC and will continue to monitor the situation into next week.
Pursuant to Part IV: General Terms and Conditions ("GT&C") Section 11.2(a) of its FERC Gas Tariff (Tariff), (CIG) is continuing its Strained Operating Condition (SOC) for the transmission system that began Timely (Cycle 1), Gas Day November 3, 2016 and will continue until further notice.
Consequently, CIG's ability to absorb imbalances is extremely limited. During the effective period of the SOC, shippers should anticipate that CIG will require all transportation transactions to be in balance between receipts and deliveries.
Accordingly, CIG will continue take the following actions that began on Gas Day November 3, 2016 Notice #116232 and updated in Notice #116265:
1. NNT overrun injection requests will be allocated to zero (0.0) Mcf.
2. Payback OFF the system will be accepted.
3. Payback ONTO the system will not be approved, absent other capacity concerns.
4. Interruptible storage withdrawals will be available, but Interruptible Storage Injections will be taken to zero.
5. Pursuant to Part III: Rate Schedules – Section 18 - Rate Schedule SS-1, Section 2.2, Swing Service will be available only to the extent that quantities delivered are below daily scheduled quantities. Rate Schedule SS-1 shippers with imbalances owed to them by the pipeline should nominate to reduce such imbalances and should continue such nominations to reduce the SS-1 imbalances to zero.
6. Pursuant to GT&C Section 6.2(k) of CIG's Tariff, Exemptions from CIG's Confirmation Balancing process will be suspended during the SOC.
7. Storage customers should adjust flowing supplies to maintain storage injections at or below their Available Daily Injection Quantity (ADIQ).
8. At this time Enhanced Injections will not be impacted. If conditions worsen CIG will update this notice with additional actions.
Imbalance Management Procedures
CIG expects operators to continuously manage their confirmations on a cycle to cycle basis to match actual flow rates, factoring in the warmer weather impacts to pipeline operations.
CIG will apply non-performance caps on a shorter time schedule and/or on weekends if operating conditions on the pipeline require such action.
During the period addressed by this notice, non-performance caps may be implemented for the upcoming Gas Day or even in the intra-day cycles for the current Gas Day, based on current pipeline operating conditions. As always, CIG will strive to give shippers and operators as much advance notice as possible before implementing non-performance caps.
To help avoid operational issues related to underperformance, CIG encourages all shippers to actively work with their suppliers to ensure that all parties are aware of the importance of matching their actual flow rates with their confirmed scheduled flow rates.
