Notice of Strained Operating Condition
Pursuant to Part IV: General Terms and Conditions ("GT&C") Section 11.2(a) of its FERC Gas Tariff (Tariff), Colorado Interstate Gas Company , L.L.C. (CIG) is issuing a Strained Operating Condition (SOC) for its transmission system effective for Timely (Cycle 1) Gas Day April 29, 2016 until further notice.
CIG is declaring an SOC due to anticipated higher demand for natural gas transportation services associated with a forecasted spring storm system that will affect the Colorado Front Range coupled with late season, low storage inventories and bottom hole pressure surveys (notice 115703) currently being undertaken by CIG. During the effective period of the SOC, shippers should anticipate that CIG will require all transportation transactions to be in balance between receipts and deliveries.
Accordingly, CIG will take the following actions:
o NNT overrun delivery requests will be allocated to zero (0.0) Mcf beginning Gas Day April 29, 2016.
O Interruptible storage withdrawals will not be available.
o Payback OFF the system will not be accepted; payback ONTO the system will be approved, absent other capacity concerns.
o Pursuant to Part III: Rate Schedules - Rate Schedule SS-1, Section 18, Paragraph 2.2, Swing Service will be available only to the extent that quantities delivered are below daily scheduled quantities. Additionally, at this time paybacks ONTO the system are available but not required.
Imbalance Management Procedures
CIG expects operators to continuously manage their confirmations on a cycle to cycle basis to match actual flow rates, factoring in freeze off and other conditions as necessary, particularly the cold weather impacts to field production and pipeline operations.
CIG will apply non-performance caps on a shorter time schedule and/or on weekends if operating conditions on the pipeline require such action.
During the period addressed by this notice, non-performance caps may be implemented for the upcoming Gas Day or even in the intra-day cycles for the current Gas Day, based on current pipeline operating conditions. As always, CIG will strive to give shippers and operators as much advance notice as possible before implementing non-performance caps.
To help avoid operational issues related to underperformance, CIG encourages all shippers to actively work with their suppliers to ensure that all parties are aware of the importance of matching their actual flow rates with their confirmed scheduled flow rates.
