Colorado Interstate Gas Company, L.L.C. (CIG)
Notice of Strained Operating Condition
October 1, 2015
Pursuant to CIG's FERC Gas Tariff, Second Revised Volume No. 1 ("Tariff"), General Terms and Conditions ("GT&C") Section 11.2(a), CIG is declaring a Strained Operating Condition ("SOC") for its mainline transmission system to be effective for Timely Cycle (Cycle 1) Gas Day October 1, 2015, and remain in effect until further notice.
CIG's mainline storage facilities are approaching maximum capacity and storage field bottom hole testing is currently taking place (Notice # 115376). As a result, CIG's ability to accommodate imbalances caused by differences between scheduled receipts and scheduled deliveries or variations in actual gas flow from scheduled quantities is substantially limited.
During the effective period of the SOC, shippers should anticipate that CIG will require scheduled receipts and scheduled deliveries to be in balance. Accordingly, CIG will take the following actions:
· Payback to CIG's system will be limited; payback from CIG's system will be approved.
· Pursuant to GT&C Section 6.2(k) of CIG's Tariff, Exemptions from CIG's Confirmation Balancing process will be suspended during the SOC.
· Interruptible storage injections will not be available during the SOC.
Additionally, storage customers should adjust flowing supplies to maintain storage injections at or below their Available Daily Injection Quantity (ADIQ). Requests for Authorized Overrun injection service pursuant to Rate Schedule NNT-1, Section 2.4 (d), and Rate Schedule NNT-2, Section 2.3 (d), will not be approved during the SOC.
Interconnect operators delivering supplies into CIG's pipeline should monitor their flow rates to ensure natural gas flowed matches or does not exceed scheduled quantities. CIG will publish an update to this notice as system conditions change.
